Vet Bill Financing and Assistance: Published Rates and Terms
Many owners face a vet bill larger than their savings. A PetSmart Charities–Gallup study found that 52% of pet owners had skipped or declined recommended veterinary care, and 71% of those cited financial reasons. This page lays out what the main financing and assistance options publish about their own terms, so you can compare them before applying. Terms change, so confirm them on the provider’s site.
Access to Care: What the Research Found
- 52% of owners skipped or declined care; 71% of them said the reason was financial (PetSmart Charities–Gallup, fieldwork November 2024–January 2025).
- Of those who declined care because of cost, 73% were not offered a cheaper option, according to the same study.
- Among veterinarians surveyed in the follow-up wave, 94% said clients’ finances limit the care they can provide.

Financing Options, Using Published Terms
| Option | How it works | Published rates and terms |
|---|---|---|
| CareCredit (Synchrony) | Health-care credit card. Promotional “no interest if paid in full” periods of 6, 12, 18, or 24 months on purchases of $200 or more. If the balance is not paid in full in time, interest is charged from the purchase date (deferred interest). | Standard purchase APR 32.99% and penalty APR 39.99% on accounts opened since May 30, 2024. Reduced-APR plans: 17.90% for 24 months, 18.90% for 36 months, 19.90% for 48 months (from $1,000), and 20.90% for 60 months (from $2,500). |
| Scratchpay | Fixed-term installment loan for vet bills, with no deferred-interest feature. | APR 0% to 36%; amounts $200–$10,000; terms of 12–24 months per its main site (some Scratchpay pages mention longer terms); $15 initial payment. |
| Cherry | Point-of-sale payment plans through participating providers. | APR 0% to 35.99%; terms 1–60 months; amounts $35–$65,000 (Cherry’s own disclosure). |
Key point: a deferred-interest promotion is only “free” if you pay the full balance before the deadline. A fixed-term loan has a known payment from day one. Approval and the rate you receive depend on your credit.
Assistance Programs
| Program | What it offers | Published limits |
|---|---|---|
| RedRover Relief Urgent Care grants | Small grants toward urgent veterinary care for pets whose owners cannot afford it. | Typical grant $250–$300; household income up to $60,000; does not help when $500 or more is still needed, cover bills already paid, or fund exams and diagnostics; one grant per household; requires a diagnosis, estimate, and favorable prognosis. |
Grants are small compared with most emergency bills, so they work best combined with a payment plan or savings. More options are covered in nonprofits that help pay for vet bills, vet payment plans, and low-cost clinics.
A Regulatory Note
In December 2013 the Consumer Financial Protection Bureau ordered CareCredit and its parent bank to refund up to $34.1 million to more than a million consumers over deceptive card-enrollment tactics at the point of sale. The action is on the CFPB’s enforcement page. It is a reminder to read the terms before accepting any card offered at the front desk.
